Mr. Mast has a bachelor of arts degree in psychology from Randolph-Macon College and a master of science degree in rehabilitation counseling from Virginia Commonwealth University. He also holds a certificate in financial management from George Washington University and an associates degree in accounting from Lord Fairfax Community College. He was an officer in the Army Medical Service from 1963 to 1969, where he was involved in the operation of military hospitals and Commander of medical evacuation detachments. His overseas tours included Korea and Vietnam, and he has been awarded the Distinguished Flying Cross, the Bronze Star, the Air Medal the Army Commendation Medal and the Vietnamese Cross of Gallantry. Mr. Mast was employed from 1969 to 2005 as a Healthcare Administrator and Executive Director for both for-profit and non-profit organizations. Programs included skilled and intermediate nursing, assisted and independent living and the development of the first free-standing Opthalmic Surgery Center in Virginia.

Dr. Beam holds a doctor of dental surgery degree from the Medical College of Virginia (MCV) - Virginia Commonwealth University (CVU) School of Dentistry and a bachelors of science degree from Farleigh Dickenson University. He has been in a private general family dental practice since 1986. From 1986 until 1998, he was an assistant faculty member for the MCV-VCU Department of Dentistry. He is currently affiliated with the American Academy of Dentistry, Virginia Academy of Dentistry, Richmond Dental Society, and Academy of General Dentistry.
Matoaca District
Mr. Cowan has a bachelor of science degree from the University of Richmond. He is a founding partner of RiverCross Partners, LLC and is Managing Director of Business Owner Exit Strategies, LLC. He holds two professional designations from the American College, including Chartered Life Underwriter and Chartered Financial Consultant. He specializes in working with business owners developing successful exit strategies. Mr. Cowan serves as a St. Joseph's Villa Residential and Day Services board member.
O.T.A., C.M.T, Dale District
Ms. Stoll has a bachelor of science degree in health education from Virginia Commonwealth University, associate degree in occupational therapy from J. Sargeant Reynolds Community College, certificate in massage therapy from American Institute of Massage, and is a licensed nursing home administrator. She is a member of the American Occupational Therapy Association, Virginia Occupational Therapy Association, and American Massage Therapy Association. She is currently employed with Rehab Management Inc. of Chesterfield after serving as the Manager of Rehabilitation Services for Westminster Canterbury Richmond.
Clover Hill District
Ms. Dial has been a resident of Chesterfield County since 1980 and has beena volunteer for the Chesterfield County Social Services and Chesterfield County Health Departments. She served on the Chesterfield Senior Volunteer Committee and the Chesterfield/Colonial Heights Christmas Mother Committee for 19 years. Ms. Dial has also volunteered at the Crossover Clinic and Clark Springs Elementary School in the City of Richmond. She maintains an active role at St. Matthews Episcopal Church where she serves on the Outreach Commission and participates in the Micah Initiative, a partnership program between churches, synagogues, mosques and other communities of faith.

Mr. Copp is a retired educator with forty-one years of experience. Twenty two of these years were spent as a teacher and coach, and the remaining nineteen years he worked as an administrator at three Chesterfield County Schools. Mr. Copp also served on the school boards of St. Joseph Elementary School and St. Vincent DePaul High School in Petersburg, Virginia. Since retiring, he has helped raise money for the construction of two schools in Diakaba, Mali.
Vice-Chair, Midlothian District
Ms. Davis holds a master of science degree from the Department of Gerontology, Medical College of Virginia - Virginia Commonwealth University, and a bachelor of arts degree in Psychology with an Aging Certificate from the University of Virginia. Licensed as a nursing home administrator, Ms. Davis has served as administrator at Tappahannock Manor Nursing Home/Summer's Landing Adult Home two other facilities. She serves on the Virginia Health Care Association subcommittee on assisted living facilities and is a Certified Perfusion Assistant.
At-Large Member
Mr. Shultz retired from Virginia Commonwealth University as a financial manager. Prior to that he held management and administrative positions in a number of Virginia state government agencies. He holds a bachelors degree in political science and history, a masters degree in history, an M.B.A., a graduate certificate in nonprofit management, and a Ph.D. in higher education administration. He has also served as a volunteer with Habitat for Humanity, Midlothian Youth Soccer League, the Virginia Board of Elections, Chesterfield County Citizens Budget Advisory Committee, and Mt. Pisgah United Methodist Church in Midlothian.
Advisory Member
Ms. Snead serves as the Deputy County Administrator for Human Services for Chesterfield County. Prior to this appointment, she served as Director of the Chesterfield/Colonial Heights Department of Social Services. As Deputy County Administrator, she oversees the operations of all Human Services Departments within the County and serves as the liaison between the Health Center Commission and the County of Chesterfield. Ms. Snead received her Masters of Social Work with a concentration in Administration form Virginia Commonwealth University in 1983. She is the President of the Virginia League of Social Service Executives and serves on various committees of the Virginia Department of Social Services.
